The Environmental Department at Tower Regeneration LTD undertake statutory Environmental monitoring on a regular basis, in compliance with the sites Planning Conditions and Strategic Environmental Management Plan (SEMP). It is regulated by Rhondda Cynon Taff County Borough Council and the Natural Resources Wales (formally Environment Agency).
Below is a summary of the Environmental risks, procedures, monitoring protocol and equipment used to undertake site monitoring.
Tower Surface Mine Monitoring
Noise monitoring is carried out on a weekly / fortnightly / monthly basis at different times at the agreed locations surrounding the site perimeter as stated in the Noise Management Plan and planning conditions. All results are reported to the local authority (Environmental Health) on a monthly basis, and fully discussed at the sites technical working party meetings and site liaison meetings. Noise measurements are conducted with the sites Sound Level Meter (Castle Sonus GA116) and carried out by certified noise personnel. All controlled measures are stated within the noise management plan such as limited working hours, bunds/overburden mounds, restricted operations and modern high spec machinery used on site.
Dust Monitoring is carried out on a weekly / fortnightly basis at agreed locations surrounding the site perimeter as stated in the sites dust action plan, and strategic environmental management plan within the planning conditions. All results are reported to the local authority (Environmental Health) on a monthly basis, and fully discussed at the sites technical working party meetings and site liaison meetings. Dust sampling is carried out by the sites independent dust consultant Environmental Scientific Group (ESG). The dust monitoring for the site includes 360o adhesive strip monitoring, Frisbee gauge monitoring both analysed by ESG, and PM10 monitoring (real time particulate monitor) with our AQM DM11 Pro unit which is MCERTS accredited and serviced and calibrated annually.
Surface Water monitoring is carried out daily and is regulated by Natural Resources Wales (NRW) (formally Environmental Agency) for water quality and Rhondda Cynon Taf CBC for land drainage and ordinary watercourse consents, in conjunction with the planning department and planning conditions.
Consented water discharge points are monitored visually on a daily basis. Water from both consented discharge points are sampled and sent off for analysis on a weekly basis to National Laboratories Services (NLS) for water quality analysis, to comply with the sites water discharge consents.
Suspended solids are controlled on site by using flocculent as when required, due to weather conditions and heavy rainfall. All treatment to water is carried out prior to leaving the sites consented discharge points, to ensure compliance with NRW and discharge consents. Appropriate dilution of flocculent and dosage rates are adhered to.
Groundwater monitoring is carried out on a monthly basis at drilled boreholes throughout the site and is reviewed by the site engineer and geological expert (Dennis Higgins – James Associates)
Complaints are dealt with onsite within the Environmental Department in accordance with the Sites Complaint Procedure to ensure that all complaints and incidents that may occur on site are reported; investigated and appropriate action taken by following the complaint and notifiable incident procedure.
Environmental Incidents are investigated and reported in hand with the H&S Manager in accordance with the sites’ Environmental Incident Procedure to ensure that all incidents that may occur on site are reported, investigated and appropriate action is taken by following the incident procedure.
Weather Data is collated on site through onsite weather station (Davis – Vantage Pro 2) which is serviced and calibrated annually with Sky View Systems. The system records Wind Direction, Wind Speed, Wind Chill, Temperature, Humidity, Barometric Pressure and Rainfall. The system contains an online feature (Sky Link Pro) where data is accumulated to be analysed and reported.
